Join a webinar by ESMAP and GOGLA, in collaboration with Nefco – the Nordic Green Bank, Facility manager of the Beyond the Grid Fund for Africa (BGFA), on 30 September at 15:00 – 16:30 CET for an engaging discussion on how results-based financing (RBF) can be designed to deliver greater efficiency, effectiveness and long-term impact in different market contexts.
Drawing on findings from the recently completed BGFA mid-term evaluation, the session will explore key lessons from one of Africa’s ongoing RBF programmes, using results-based financing to support private sector delivery and scale-up of off-grid energy solutions across Sub-Saharan Africa. Participants will gain insights into what has worked, what challenges remain, and how future subsidy programmes can be designed to achieve stronger development outcomes while supporting sustainable market growth.
The discussion will focus on three key questions:
- How should RBF mechanisms differ in mature versus emerging markets?
- How can competitive bidding processes be improved to better identify the level of subsidy companies actually require?
- How can subsidy design balance expanded energy access with long-term commercial sustainability?
The session will also feature perspectives from BGFA portfolio company FINCA Uganda and the private sector company Easy Solar, which will share firsthand experiences of adapting and scaling their business models through RBF support.
Participants will leave with a deeper understanding of the BGFA evaluation findings, practical lessons from programme implementation, and actionable recommendations for designing more efficient and impactful RBF programmes that accelerate access to clean energy in underserved communities.

BGFA Mid-term evaluation
The evaluation, carried out by Oxford Policy Management, confirms that BGFA is on the right track to reach its programme target of establishing 1.7 million new energy service subscriptions by 2028 across five countries; Burkina Faso, the Democratic Republic of the Congo (DRC), Liberia, Uganda and Zambia. The evaluation also highlights that the programme has generated valuable insights and lessons for the sector and for future results-based financing programmes supporting the scale-up of clean energy. The Beyond the Grid Fund for Africa (BGFA) is a multi-donor facility established and managed by Nefco – the Nordic Green Bank. Nefco is an international financial institution based in Helsinki, Finland, focusing on environmental and climate investments and fund management. BGFA is implemented by Nefco, with the support of two project implementation partners: NIRAS, a development and engineering consultancy company headquartered in Denmark, and the Renewable Energy and Energy Efficiency Partnership (REEEP), an international multilateral partnership based in Vienna, Austria.
The current EUR 110+ million BGFA programme was established in 2019 on Sweden’s initiative through the Swedish International Development Cooperation Agency (Sida). It has since been developed by Nefco into a multi-donor programme funded by Denmark through the Ministry of Foreign Affairs, Germany through its development bank KfW, Norway through the Norwegian Agency for Development Cooperation Norad and Sweden.
